Efforts to prevent and handle 'scam' must be carried out together, especially with public awareness and collaboration with related institutions to deal with 'scam'.

Key Points:

Indonesia's tourism growth requires protection from 'scams'

Local governments have an important role in dealing with 'scams'

Public awareness and collaboration with related institutions are needed in dealing with 'scams'

Legal protection for victims of 'scam' must also be provided

Information and complaint centers for tourists regarding 'scams' must be available

What is 'Scam' in Tourist Destinations?

'Scam' in tourist destinations is an act of fraud or cheating carried out by irresponsible individuals in every interaction between tourists and tourist destinations. 'Scam' behavior in tourist destinations includes the act of offering products or services at very high prices for personal gain. Apart from that, 'Scam' in tourist destinations can also take the form of falsifying tickets, stealing tourist belongings, or carrying out other fraudulent acts.

For example, in the tourist area of Kuta, Bali, cases of car rental fraud often occur. They provide very cheap prices, but in the process, the cars rented are bad and damaged or some even ask for additional money after the transaction takes place. As tourist visits to an area increase, 'scam' actions will increase and endanger tourist trust and security.

Therefore, efforts to prevent and handle 'Scam' need to be carried out by local governments together with related institutions and the community.

Table: Examples of 'Scams' in Tourist Destinations that Often Occur

No

Types of 'Scams'

Example

1

Vehicle Rental Fraud

The rental car is damaged or even asked to pay additionally after the transaction occurs

2

Fake Ticket Sales

Buy exclusive tickets at low prices but the tickets are not valid at tourist locations

3

Tour Guide Services Fraud

Provides wrong information and the tourist locations described are very different from the reality

4

Restaurant and Hotel Fraud

Paying much higher fees than normal prices

Public Awareness and Knowledge regarding 'Scam' in Tourist Destinations

To prevent 'scams' from occurring in tourist destinations, apart from the role of local governments, public awareness and knowledge about 'scam' practices is also very important. According to a survey conducted by the Association of Indonesian Tourism Industry Players (ASPPI), only around 30 percent of the total respondents had sufficient understanding about 'scams' in tourist destinations. On the other hand, 70 percent of respondents admitted that they did not know what a 'scam' was and how to avoid it.

Almost all types of tourists can become victims of 'scams', whether they are domestic or foreign tourists. However, foreign tourists are more often targeted because they tend to be unfamiliar with the situation in Indonesia. Therefore, increasing public awareness and knowledge, especially through socializing and publishing information about 'scams' is very necessary. Apart from that, people can learn from other people's experiences through travel forums and social media.

"Tourist trust is very important for the tourism industry, so the public as users of tourism services must be more alert and recognize forms of 'scam'."

Apart from that, the Association of Indonesian Tourism Industry Actors (ASPPI) also encourages the public to report any 'scam' incidents they experience to the authorities so that these cases can be followed up and prevent other people from becoming the same victims.

The Role of Local Government in Providing Education about 'Scam'

In protecting tourists from 'scams', local governments play an important role in providing education. Through policies that ensure the safety and comfort of tourists, the government can help reduce cases of 'scam' in tourist destinations.

To increase public awareness and knowledge about 'scams', the government can conduct outreach through various means, such as seminars, classes or workshops, as well as media publications. This will help the public understand the tactics used by scammers and ways to avoid them.

Local governments can also include education about 'scams' into the formal or non-formal education curriculum provided to local communities. This way, everyone will understand how to recognize a 'scam' and provide preventative measures, as well as avoid unnecessary financial losses.

It is important to note that education about 'scams' is not only important for local tourists, but also for foreign tourists. Governments can provide guidance in various languages to help international tourists understand cultural differences and ways of working that may be involved in 'scams' at tourist destinations.

Table: Educational Programs on 'Scam' provided by Local Government

No.

Type

Activity

Target

Time period

1.

Seminar

Recognizing the Modus Operandi of 'Scam' Perpetrators in Tourist Destinations

Residents, Workers in the tourism industry

Every 3 months

2.

Workshops

Learn Safe Ways to Make Transactions at Tourist Destinations

Local travelers

Every 6 months

3.

Media Publications

Latest 'Scam' Information in Tourist Destinations

Residents, Workers in the tourism industry, Tourists

Every week

By increasing awareness and providing proper education about 'scams', Regional Governments can help ensure the tourist experience is safe, comfortable and free from losses due to the actions of scammers.

Supervision and Law Enforcement against 'Scam' Perpetrators in Tourist Destinations

Carrying out strict supervision of the safety and comfort of tourists is an important task for local governments. Not only that, local governments need to enforce the law against perpetrators of tourism scams so as not to harm tourists and reduce the bad image of a tourist destination.

Supervision

Local governments must tighten supervision of activities that can give rise to tourist 'scams', such as illegal transportation services, tourist ticket fraud, or sellers of fake souvenirs. They may also conduct regular security inspections at hotels, restaurants and other tourist attractions to check compliance with established quality and class standards and check for counterfeit souvenir sales.

Law enforcement

Regional governments must also take firm action against perpetrators of tourism 'scams'. They must take firm action and take legal action if a perpetrator is caught carrying out 'scam' activities at tourist attractions. This action must be carried out consistently and transparently in order to provide a sense of justice for victims of tourism scams and provide a deterrent effect for perpetrators of tourism scams. Local governments can also cooperate with other law enforcement agencies such as the police and Tourism Department in implementing appropriate actions.

Case Example: Arrest of Tourist Ticket Fraud Perpetrators in Bali

Event Date

Location of the incident

Fraud Mode

Evidence

March 10, 2021

Kuta, Bali

Claiming to be a travel agent and selling fake tourist tickets

27 fake tourist tickets and money from sales worth IDR 14 million

The case example above shows that law enforcement against tourism scam perpetrators has been carried out by the police in Bali. With this action, it is hoped that it can provide a deterrent effect for perpetrators of tourism scams and provide a sense of security and comfort for tourists visiting Bali.

Collaboration between Regional Government and Related Institutions in Dealing with 'Scam'

Local governments must work together with related institutions to overcome 'scam' practices in tourist destinations. Good collaboration can produce effective solutions and provide better protection for tourists.

One form of collaboration is by building an information network between local governments, the police and consumer protection agencies. In this case, the Yogyakarta City Government has built cooperation with the police and the Consumer Protection Agency to combat 'scam' practices in the city.

The Importance of Collaboration in Dealing with 'Scam'

'Scam' practices in general cannot be overcome by just one party. Collaboration between local governments and related institutions is the key to reducing or even eliminating 'scam' practices in tourist destinations.

Benefits of Collaboration between Regional Government and Related Institutions

The benefits of collaboration between local governments and related institutions are:

Benefit

Information

Better Planning and Monitoring

With collaboration, local governments can more easily plan and monitor tourist destinations.

Community empowerment

It is easier to provide education and training to the public on how to avoid 'scam' practices in tourist destinations.

Improved Service Quality

Collaboration between local governments and related institutions can improve the quality of services for tourists.

More Effective Law Enforcement

Law enforcement can be more effective when local governments and related institutions work together to combat 'scam' practices in tourist destinations.

From the table above, it is clear that collaboration between local governments and related institutions can provide significant benefits for increasing tourism and providing better protection for tourists.

Promotion of Tourist Destinations that Does Not Encourage 'Scam' Practices

One of the important tasks of local governments in dealing with the practice of '
scam' in tourist destinations is by promoting tourist destinations that are safe and trustworthy for tourists. Transparent and honest campaigns or promotions of tourist destinations must be initiated by local governments so that tourists feel comfortable and safe in exploring tourist destinations.

In promoting tourist destinations, the government can emphasize safety and comfort as the main features in each tourist destination. When promoting a tourist destination, local governments must ensure that they offer high quality services and do not allow 'scam' practices to occur.

In carrying out promotional campaigns for safe and reliable tourist destinations, it is hoped that there will also be active participation from the private sector and the public. There are various online platforms that can be used to promote safe and trusted tourist destinations, such as local government websites and social media sites. Regional governments also need to collaborate with hotels, restaurants and tourist attractions to strengthen the promotion of tourist destinations that do not encourage 'scam' practices.

Providing Legal Protection for Tourists Who Become Victims of 'Scam'

Tourists who become victims of 'scams' at tourist destinations need strong legal protection from the local government. In cases like this, they must be able to rely on the government to get justice fairly and quickly. However, not all regions have clear rules and regulations to provide legal protection for victims of 'scams'.

To ensure fair legal protection for victims of tourism 'scams', local governments must develop programs that focus on establishing legal policies and effective supervision of the tourism industry, including third party institutions involved in tourism activities.

The first step that can be taken is to strengthen the role and authority of the Financial Audit Agency (BPK) to supervise the use of tourism-related budgets. Apart from that, local governments must also involve law enforcement officials in uncovering and taking firm action against 'scam' criminal acts in tourist destinations.

Example of a Legal Protection Program for Tourists

Program name

Program Objectives

Providing legal consultation services for victims of tourism 'scams'

Providing access to information and legal assistance to victims of tourism 'scams'

Providing advocacy and pro bono lawyers for victims of tourism 'scams'

Providing legal support for victims of tourism 'scams' who cannot afford the costs of legal instruments

Establishment of a special police investigation and intelligence team for 'scam' crimes in tourist destinations

Carry out more effective monitoring and detection of 'scam' practices in tourist destinations and arrest the perpetrators

By implementing programs legal protection for victims of tourism 'scams', it is hoped that it can provide legal certainty for victims and prevent further 'scam' practices in the tourism industry. In order for these programs to run well, synergy between local government, police and the community must be built effectively.

The Role of Regional Government in Establishing Codes of Ethics and Service Standards in Tourist Destinations

Local governments play an important role in establishing and implementing codes of ethics and service standards in tourist destinations. This is done to ensure protection and security for tourists as well as improve the quality of services provided by stakeholders in the tourism sector.

In this effort, local governments can work together with business people in the tourism sector to develop codes of ethics and standards for quality and trustworthy services. This can also advance the tourism sector as a whole.

For example, local governments can provide training and hold seminars on best practices and international standards that apply in the tourism sector. Apart from that, local governments can also encourage business people in the tourism sector to adopt modern technology and maintain the quality of the products and services provided.

In supporting the formation of codes of ethics and service standards in tourist destinations, local governments can also monitor and take action against violations that occur. This is done to prevent practices that are detrimental to tourists and strengthen public trust in the tourism sector.

With the role of local governments in establishing strong codes of ethics and service standards, tourist destinations in Indonesia will become safer, more trustworthy and inspiring to visit.

Providing an Information and Complaint Center for Tourists regarding 'Scam'

One way that local governments protect tourists from 'scam' practices in tourist destinations is by providing information and complaint centers. This center will usually provide information about 'scams' that generally occur in certain tourist destinations and how to avoid them.

With an information and complaints center, tourists can easily report the 'scam' they experience to the authorities. Apart from that, responsible parties such as the police and tourism department can more easily monitor and take action against scam perpetrators.

In several tourist destinations, information and complaint centers can also be accessed online via websites provided by local governments or local tourism offices. This makes it easier for tourists to access information and report 'scam' actions without having to come directly to the information and complaints center.

By having an easily accessible information and complaints center, it is hoped that it can reduce 'scam' actions in tourist destinations and increase tourist trust in the government and tourist destinations themselves.

Conclusion

In the context of the tourism sector, 'scam' practices can be very detrimental to tourists and local governments. Therefore, the role of local governments is very important to protect tourists from 'scam' practices. Local governments can provide education and increase public awareness about the dangers of 'scams' in tourist destinations. Apart from that, the government must also be active in monitoring and enforcing the law against scam perpetrators, as well as collaborating with related institutions and tourism service providers to deal with scams.

Not only that, the government must also promote tourist destinations in a way that does not encourage 'scam' practices, so that tourists can feel safer and more comfortable when visiting these destinations. Apart from that, legal protection for victims of 'scam' must also be available. Providing legal protection can be a safeguard for tourists who become victims of 'scams'.

Lastly, the role of local government is also very important in establishing codes of ethics and service standards in tourist destinations. This can minimize 'scam' practices in tourist destinations and make tourists feel safer. Apart from that, providing an information and complaint center for tourists regarding 'scams' is also key in providing good service and building trust among tourists.

FAQs

What is 'Scam' in Tourist Destinations?

'Scam' in tourist destinations is a deceptive or deceptive practice aimed at tourists.
